The Waikato Civil Defence Emergency Management (CDEM) Group Strategic Group Plan 2025 – 2030 (the plan) is an important document that sets the vision and direction of emergency management in the Waikato for the next five years.

  1. Kōrero Whakataki | Executive Summary this section highlights the key elements of the plan, including the vision, goals, objectives and outcomes necessary for success.
  2. Te Rōpū Raru-Ohotata o Waikato | Waikato Civil Defence Emergency Management Group describes the Groups’ membership, boundaries and complexity and provides a statistical overview. It also highlights the five key pou (areas) aimed at strengthening partnership with Māori.
  3. Ngā pou tokowha o ngā whakahaerengā ohotata | The 4 Rs of emergency management introduces and explains the 4 Rs of CDEM (Reduction, Readiness, Response and Recovery). It includes information about Waikato’s hazards, their associated risks, and consequences across the relative environments. This section also presents the results of our risk assessment to understand potential consequences and impacts on communities.
  4. Mahere o te Rōpū Raru-Ohotata o Waikato | Waikato CDEM Group Structure outlines the current structure of the Group, detailing governance, leadership, and delivery function. The arrangements detail financial, local government, collaboration with our partner agencies, coordination groups, neighbouring CDEM Groups, the community, and volunteers.
  5. Whakaritengā urupare | Response arrangements advises on the operational systems and structures, roles, duty systems, and warning arrangements. It also provides an overview of declaring a state of emergency and the arrangements for recovery.
  6. Whakataurangi | Assurance describes the program to ensure consistent capability and collective capacity across the Group and progress towards the objectives and outcomes of the plan.

The plan aims to enhance the preparedness of the Waikato, contributing to the vision of ‘a disaster resilient Waikato’. It does not include the operational information on how we respond to individual hazards such as floods, cyclones, and earthquakes across the region.
